except for some exceptions for particular territories, wolves cannot be hunted or captured in the European Union, unless they constitute an immediate and direct danger to the population or livestock. The measures were taken to encourage the repopulation of the gray wolf, which risked disappearing in many areas of Western Europe, resulting in a reduction in biodiversity, i.e. the variety of living species that populate a given environment. For some time now, some associations in the agricultural and of the breeding asked the Commission to intervene on the rules, reporting an increase in cases of damage caused by wolves. The President of the Commission, Ursula von der Leyen, had shown particular interest in the issue in recent months, also in view of next year's European elections: livestock and agriculture constitute an important part of the European economy and have great influence.
